ORDER
A faculty member/student team from one of the two or four year colleges or universities in North Carolina is eligible to submit an application. The student involved must be enrolled in a degreed program during the entire two year grant period.

All grant applications will be assessed according to how well it addresses the following review criteria.

STUDENT PARTICIPATION
Does the study provide the student with a reasonable experience in conducting research, understanding its potential impact on public policy, and allow the student to present findings in a public presentation?

SIGNIFICANCE
Does this study address an important problem? How will this project advance the student’s career in the ATOD policy research? What are the project's potential effects on public policy? Clinical research proposals with policy implications will not be comsidered.

APPROACH
Are the conceptual framework, design, and analysis plan adequately developed and appropriate to the aims of this project?

INNOVATION
Does the project employ novel concepts, approaches, or methods? Are the aims original and innovative? If the project is a replication, does it contribute to confirming efficacy of either prevention or a treatment strategy?

INVESTIGATOR
Is the faculty investigator trained and well suited to serve as a mentor for the student on this project?

ENVIRONMENT
Does the scientific environment in which the work will be done contribute to the probability of success? Is there evidence of institutional support?

BUDGET
Is the request for budget and estimation of time and staff appropriate?

Where applicable, the adequacy of procedures to protect human subjects from risks must be explained. Plans for recruitment, retention, and protection of human subjects will be evaluate. Adequacy of plans to include both genders and minorities and their subgroups as appropriate scientific goal of the research will also be evaluated.
